Summary of the Ceasefire Agreement Conditions from Israeli Media Reports

The first stage, lasting six weeks, includes the gradual withdrawal of IDF forces from central Gaza, the return of displaced Palestinians to the north, and the release of 33 hostages by Hamas. This group will include all women, female soldiers, the Bibas family children, and men over the age of 50. Hostages will be released in groups of at least three per week, with the remaining hostages freed on the final day of the first stage.

Initially, living hostages will be released, followed by the remains of deceased individuals. Priority will be given to hostages under the age of 19, women, and then adult men. For each released civilian, Israel will free 30 Palestinian prisoners, and for each released female soldier, 50 prisoners will be freed. By the end of the first stage, Israel will release all Palestinian women and minors detained since October 7, 2024.

Between 990 and 1,650 Palestinians will be released, depending on the number and condition of the freed hostages. Qatar, Egypt, and the United States will oversee the implementation of the agreement.

Negotiations for the second stage will begin on the 16th day, aiming for the release of all remaining hostages and the establishment of a permanent ceasefire, followed by a complete withdrawal of IDF forces. In the third stage, the bodies of deceased hostages will be returned, and the reconstruction of the Gaza Strip will begin under the supervision of Egypt, Qatar, and the United Nations.

U.S. President-elect Donald Trump welcomed the agreement, pledging to prevent Gaza from becoming a hub for terrorism and emphasizing the importance of U.S.-Israel cooperation.

 

First Stage Ceasefire Agreement Conditions:

 

 

  1. International guarantees from the Trump administration, Egypt, and Qatar that the IDF will not resume military operations upon completion of the first stage.
  2. Termination of the IDF's presence in the "Netzarim" area.
  3. Withdrawal of IDF forces from all residential areas within the Gaza Strip and the return of Gaza residents to their homes without security checks.
  4. The Rafah border crossing will resume normal operations, including the transfer of the wounded, among them militants.
  5. The release of approximately 2,000 militants, most from the Gaza Strip, including women and minors. This group will include 250 militants with "blood on their hands" serving life sentences.
  6. International guarantees for the full reconstruction of the Gaza Strip during the second stage.
